Norman County Jail Roster Overview
Norman County does not publish a separate online roster for the two-bed 72-hour holding facility in Ada. The county jail information page points readers to Tri-County Community Corrections and the NWRCC inmate roster. NWRCC publishes a Local Inmate Roster page with a dated PDF. The roster landing page says it includes people incarcerated on local county charges, under contract with the State of Minnesota, or on warrants and holds from other jurisdictions. It also states that the roster is updated Monday through Friday morning.
That update schedule is a real limit. A person arrested in Norman County may be processed at the sheriff's office and not yet appear in the regional PDF. A person released before the next weekday update may not be easy to confirm from the roster alone. The jail inmate record is a custody snapshot, while court records after arrest are checked in MCRO and Norman County District Court. Booking photos are addressed separately on the Norman County jail mugshots page.
The NWRCC Local Inmate Roster page is the roster gateway for Norman County inmate records after regional booking.
The page confirms the PDF-based workflow and the weekday update schedule, which are important when a recent arrest is missing.
Search the NWRCC Roster
The NWRCC roster is not an interactive database with last-name boxes or filters. It is a PDF roster opened from the roster landing page. Search the document the same way any PDF is searched. Use the exact last name when possible, then check the listed date of birth and incarceration date before treating a match as reliable.
- Open the NWRCC Local Inmate Roster page.
- Open the attached PDF roster, which is labeled by date when posted.
- Use the PDF viewer find command, usually Ctrl+F, to search for a last name.
- Review the full name, incarceration date, date of birth, and controlling charge.
- Call the sheriff or NWRCC if a recent Norman County arrest is not listed.
- Use MNDOC, ICE, BOP, or USMS channels if custody has moved outside the regional jail.
Norman County Roster Search Fields
The roster search field is the PDF itself. That makes the workflow simple but limited. There is no public Search button, Clear button, sort tool, name filter, booking-number filter, or export tool in the inspected roster channel. The PDF can still be searched by visible text, and it can be scanned page by page when text extraction is imperfect.
| Field Label | Type | Required | Notes |
|---|---|---|---|
| Roster PDF | Document link | No | Attached PDF, updated Monday through Friday morning by NWRCC. |
| Name search | PDF text find | Optional | Use Ctrl+F or the PDF search tool; names usually appear last name first. |
| Inmate Photo | PDF column | Not searchable | A photo column appears, but it is not a filter or separate image database. |
| Incarceration Date | PDF column | Not searchable | Helps distinguish people with similar names. |
| Date of Birth | PDF column | Not searchable | Use only to confirm identity from the displayed roster entry. |
| Controlling Charge | PDF column | Not searchable | Charge or hold text, sometimes with a statute citation in braces. |
| Pagination | PDF pages | Not applicable | The June 18, 2026 roster was 12 pages with print metadata in the footer. |
Norman County Inmate Record Fields
The public inmate record at NWRCC is less detailed than many jail profile pages. It gives a current custody entry, not a full case file. The charge text can include Minnesota charge-level abbreviations such as FE for felony, GM for gross misdemeanor, MS or M for misdemeanor, and hold labels. The roster examples in the research file include failure to appear, DUI, domestic-abuse order violations, parole or probation violation language, fugitive from justice, and Hold - INS.
| Field | What It Shows |
|---|---|
| Inmate Photo | A photo column appears in the PDF roster when available in the displayed record. |
| Name | Uppercase last, first, and middle names where available. |
| Incarceration Date | The date the person was incarcerated at NWRCC. |
| Date of Birth | Numeric month/day/year date used for identity confirmation. |
| Controlling Charge | The main charge or hold driving the current custody entry. |
| Charge Level | Observed abbreviations include FE, GM, MS, M, and hold labels. |
| Statute Citation | Some charges include Minnesota statute references in braces. |
| Missing Fields | No bond amount, case link, housing unit, release date, booking number, court date, or physical description appeared in inspected text. |
What Norman County Records Omit
The roster does not prove a conviction. It also does not replace court records, police reports, BCA criminal history, or MNDOC prison records. Bond amounts and release conditions are court data. Hearing dates come from Norman County District Court or MCRO, and NWRCC's FAQ directs court-date questions to the court administration office for the county where the inmate will appear.
Important: A controlling charge is a jail custody label. The County Attorney may later file, amend, reduce, dismiss, or add court charges.
Norman County Jail Contacts
Use the contact point that matches the custody stage. The sheriff's office is the local channel for a very recent arrest or short-term holding in Ada. NWRCC is the regional jail channel for a person held beyond the local window or listed on the roster. Court Administration handles court-date and case-access questions.

Norman County Booking and Transfer
Booking starts with the arresting agency and the Norman County Sheriff's Office when local custody is used. Because the local facility is a 72-hour holding facility, it should be described as short-term processing and detention, not a full jail stay. Continued custody usually moves to NWRCC, where the person may be admitted under the regional jail's rules and later appear on the PDF roster after the weekday update.
At NWRCC, admission includes jail-rule information through the inmate handbook. Classification and housing decisions are made by the facility. The public roster does not show housing assignment, even though NWRCC has Alpha, Beta, Delta/Omega, and Sigma units. The court path runs separately through first appearance, bail or release conditions, and later case events.
Norman County Jail vs Prison
Many failed searches happen because the wrong system is being used. The county/regional jail roster covers current local jail custody. The MNDOC public viewer covers adults committed to the Commissioner of Corrections and still under DOC jurisdiction. Federal and immigration custody have separate tools.
| Custody Type | Where to Look | What It Covers |
|---|---|---|
| Very recent Norman County arrest | Norman County Sheriff's Office | Short-term Ada holding before release, court handling, or transfer. |
| Regional jail custody | NWRCC roster PDF | Current custody at the regional jail, including local charges and holds. |
| Sentenced state custody | MNDOC public viewer | Adults in prison or released from prison but still under supervision. |
| Federal custody | BOP inmate locator or USMS FOIA | BOP custody or U.S. Marshals information not shown by the county roster. |
| Immigration custody | ICE ODLS and EOIR tools | Immigration detention location or hearing information after transfer. |
Request Norman County Jail Records
No dedicated Norman County Sheriff's Office jail-records request form was located in the official county materials reviewed. Minnesota Statutes section 13.03 still provides the public-data request path. For records not shown on the roster, route the request to the responsible office: Norman County Sheriff's Office for local law-enforcement and 72-hour holding data, or Tri-County Community Corrections/NWRCC for regional jail data.
Ask for a specific record type, date range, name, date of birth if known, and the agency involved. Inspection of public data cannot be charged as an inspection fee under section 13.03, but copies may involve the agency's lawful copy process. Expect redactions for medical, security, private corrections, confidential, or active-investigation data under Minnesota law.
Norman County Jail Visitation
Normal visitation information belongs to NWRCC, not the Ada holding facility. No public visitation, mail, phone, or commissary program page was located for the Norman County 72-hour holding facility. Once a person is held at NWRCC, Securus video visitation is the published visit channel.
| Visit Type | Days / Hours | Rules |
|---|---|---|
| On-site video | Monday-Friday, 8:00-9:00 a.m.; 9:40-10:40 a.m.; 1:00-4:00 p.m. | Free; schedule 24 hours ahead through Securus and bring official picture ID. |
| Weekend or holiday on-site | None | NWRCC says no on-site visiting Saturday, Sunday, or holidays. |
| Remote video | Seven days per week, 7:00 a.m.-9:20 p.m. | Subject to Securus rates, exact scheduled times, and lockdown changes. |
| Visit limits | Daily | Two 20-minute on-site visits daily and unlimited remote visits unless limited by jail administration. |
The NWRCC video visitation page documents the Securus scheduling process and visitor rules.
The schedule also shows why custody should be confirmed before a trip from Norman County to Crookston.
